年次計画に記載の文献調査を終え、対象議会における一般質問に関するデータの集積を実施した。対象議会における一般質問の内容に関するコーディングに入る前に、各議会において、一般質問の実施者数がどのように変化してるかという予備的な調査を行っている状況である。対象とする議会は、研究実施計画に記載の、秋田市議会、盛岡市議会、郡山市議会、宇都宮市議会、川越市議会、越谷市議会、横須賀市議会、船橋市議会、金沢市議会、大津市議会、西宮市議会、高松市議会の12議会である。これらの議会でホームページに議事録の公開がなされた年次から現在までを調査の対象とし、質疑の実施者数を集積している。例えば、ホームページでの公開年次が最も古い議会は、西宮市議会であり、１９７１年から公開されており、のべ１６９１名が質疑を実施している。なお、発言通告が公開されている議会においては、ウェブスクレピングの一種であるクエリを用いることで、作業の効率化を図ることができた。その一方で、議事録から発言者数を調査しなければならない議会においては集積に時間を要している。これらの質疑の実施者数を集積し、地方分権の進展が地方議会に与えた影響や選挙年ダミー、性別等の変数を用いた解析によって、長期に渡る経年的な変化を明らかにしたうえで、２０１９年３月から２０２２年1１２月の議会において、質疑における議員の主張を執政機関がどのように扱っているかを分析する予定である。
