本研究は、かねて取り組んできた熊本県における地方政治過程の観察を続行するものである。平成15年度にスタートしたフィールドワークはその後も継続しており、本年度はさらに観察を加え、以下3点からなる研究論文としてまとめた。1 川辺川ダム建設問題における熊本県知事の戦略今年度は国交省社会資本整備審議会河川分科会河川整備基本方針検討小委員会の傍聴、熊本県議会の傍聴、知事に対するインタビュー、川辺川ダム建設反対派の観察を続けた。行政事務に忙殺される知事の意図的な「政治的決断」という事例は稀少である。他県の知事においても「政治的決断」は任期中に1度か2度であるが、知事の政治的決断は地方政治ひいては国政にも影響を与えている。本事例は2006年世界政治学会において発表した。2 国政選挙における知事の選挙応援他県の知事にインタビューを行った結果、国政選挙における知事応援が問題となるのは、知事の政治的バックグラウンドによるため、これまでにあまり注目されてこなかった。しかしながら、論理的には国政における多党制と地方政治における大統領型リーダーの共存は説明が難しく、熊本県知事においてはその論理的矛盾が露出したと考える。3 2004年4月熊本県知事選における選挙運動本事例は既に2005年選挙学会において発表したが、その後の経過観察から、参加の拡大がもたらされていることを確認した。一時的な選挙運動のみならず、政治活動にも参加する市民が増えたといえる。しかしながら、拡大した参加量が4年間維持されるか、その維持は現職知事(政治リーダー)に動向によるのか、はさらなる観察の余地がある。以上の観察結果は質的報告として論文にまとめた。一方、量的にも検証するために熊本日日新聞社の協力のもと有権者のサーベイデータを収集し、熊本県庁の協力によって議事録や記者会見録などの資料も収集した。今後の方法論の勉強によってさらなる分析を続ける所存である。

This study examines the local political process in Kumamoto.
