限られた土地の中で効率的な生産活動を行うことは、可住地面積の狭いわが国における課題である。限られた土地を有効に利用する１つの方策として、高層ビルなどに代表されるような建築物を高くする、土地の高度利用があげられる。しかしながら、これまでの土地の高度利用に関する研究では、その基礎となる理論モデルの仮定を都市化の進む現代の都市圏に適用することが難しく、土地の高度利用の最適な制限を求めることは難しかった。こうした課題に対して現実の状況に合わせた理論モデルを構築し、実際のデータから土地の高度利用の最適な制限を明らかにすることが、本研究の目的である。2022年度は、上記の目的を達成するための1つ目の研究である、土地の高度利用制限の厳しさを推定する手法の提案を行った。具体的には、建築物の高さ、建築時期についての意思決定をシングルエージェントの動的離散選択モデルをもとにしてモデル化する。土地所有者は、建築物の高さを高くすることにより延べ床面積が大きくなるため、部屋を貸出すことにより得られる地代が上昇するが、建築費用や維持費は高くなる。土地の所有者は、これら2つの要素から将来得られると思われる期待利潤の合計を考慮して、建築物の高さを決めることになる。上記のメカニズムを定式化し、東京23区内の住居用建築物のデータを用いてモデル内のパラメータを推定した。また、反実仮想の分析によりもし土地の高度利用制限がなければどれほどの高さになったのかを推定することができる。実際の建物の高さと反実仮想の分析により推定された建物の高さの差分を土地の高度利用制限の厳しさとすることができる。
