2022年度には、この研究課題の事前研究として、日本企業のGVC参加に重要な役割を果たす国際投資協定（international investment agreements, IIAs）が日本企業による対外直接投資への促進効果を検証した。その成果（論文名：Impact of International Investment Agreements on Japanese FDI: A firm-level analysis.）を、国際雑誌のThe World Economyに掲載した。従来の研究の多くがIIAの有無のみに着目していたのに対して、この研究ではIIAの質およびIIAに関する紛争の有無に着目した。分析結果から、日本とのIIA締結が、IIA相手国の日本企業による直接投資先として選ばれる確率を上昇させることや包括的な内容を含むIIAや高品質のIIAの締結は同確率を上昇させることが明らかになった。また、IIA締結によって直接投資先として選ばれる確率は制度が整備されていない国において大きく上昇すること、さらに、投資紛争の経験が少ない国や制度が整備されている国は直接投資先として選ばれる確率が高いことも示された。上述したような傾向は中小企業や製造業に属する企業において特に強い。これらの分析結果から、日本企業のGVC参加や直接投資を引き付けるための政策に関して有益な示唆を得ることができる。第一に、直接投資拡大にはIIAが有効である。第二に、IIA交渉においては、IIA発効後に紛争を発生させないようなIIAを締結できるように、綿密に準備をして慎重に進めなければならない。第三に、法制度を始めとして規制制度など様々な制度を整備することが重要である。
