地域の歴史的資源として全国的に活用が広まりつつある歴史的建築物は、活用の需要が高まっているにも関わらず、不動産流通は停滞しており空き家として放置されたり取り壊されたりする建物が少なくない。そこで、歴史的建築物の不動産流通の実態と課題を明らかにし、歴史的建築物の不動産流通マニュアルを開発することが本研究の目的である。本研究では、大きく分けて①不動産流通の関連制度の整理、②不動産取引の実態調査、③空き家所有者の実態調査、④宅地建物取引士の実態調査の4つの調査分析を行う。研究１年目においては、①不動産流通の関連制度の整理を行った。具体的には、　不動産流通の関連制度について内容や条件を整理し、歴史的建築物において考えられる課題を明らかにした。不動産流通の関連制度として、住宅ローン控除、登録免許税の軽減措置、固定資産税の軽減措置、宅地建物取引士の報酬、契約不適合責任、既存住宅売買瑕疵保険があげられた。これらの関連制度において、歴史的建築物の適用が難しい場合や条件が厳しくなる場合が多く、歴史的建築物の不利な状況が明らかになった。また、現在全国の流通支援について自治体ホームページを確認し、整理を行っているところである。流通支援の種類として、荷物処分の補助金、建物診断の補助金、専門家への相談などがあげられた。今後は、不動産流通の関連制度を整理する中であげられた課題に対し、全国の流通支援がどのように機能しているかについて考察を行う予定である。
