项目摘要

2022年度は以下３つの研究を実施した。第一に、フードインセキュリティの国際的研究動向を整理し、同研究内部におけるアマルティア・センの潜在能力アプローチの理論的意義を考察したことである。フードインセキュリティ研究では、主にセンの『貧困と飢饉』における財からアクセスへの評価視点の転換を強調してきたが、『飢餓と公共調達』が内包する理論的貢献が十分に評価されずにきた。特に、利用面（特に栄養知識など食品アクセス以外の側面）に着目した「栄養潜在能力（栄養充足のための潜在能力）」概念を再発掘するとともに、先進国への応用可能性を開くため、食生活のトータル性を評価対象に入れた「食潜在能力」へと視点を拡大する必要性を見出した。第二に、こうした意味での食潜在能力の剥奪として「食の貧困」を定義し、それを実証的に展開するため「多次元型貧困手法（AF手法）」を用いて、日本を対象とした「食の貧困」指標を開発した（同手法は申請者が代表を務める科研費「善き食生活」特別奨励研究から着想）。同成果はアジア農業経済学会で口頭発表し、現在は論文化を目指している。第三に、現在抜本的な改正が行われている「食料・農業・農村基本法」と新たな「食料政策」に向けた考察を進めた。特に、フランスの「食料政策」とそこでの「食の貧困」対策の位置付けに着目し、仏語文献をもとに分析した。フランスの「食の貧困」対策は食料支援にとどまらない代替的・補完的支援（食育、共同菜園、伴走型支援など）を重視しており、ともすれば食料支援にとどまりがちな国内の食料政策への重要な示唆に富むものである。同成果の一部はアジア農業経済学会の特別シンポジウムで口頭発表し、同報告をもとに論文化を目指している。また、フランス「食料政策」の分析部分は「研究ノート」を執筆し、現在学会誌査読中である。

In 2022, the following three research projects were carried out.
