本年度、この研究が遂行されたことによって得られた成果は下記の通りである。1.前年度に引き続き、「地域ソフト法」、マルチメディアソフトウェア供給基盤整備事業についてサーベイし、これらの政策に基づいて設立された各地の機関(群馬・富山・高知などの地域ソフトウェアセンターやリサーチパーク)の調査を行った。2.昨年度に収集した統計データの集計・分析を進めた結果、1980年代から1990年代後半の期間において、上記事業が実施された自治体(都道府県)と実施されなかった自治体の間では各種の指標において明確な差が認められないことが明らかになった。3.現状の地方ソフトウェア産業振興政策、とくに上記二事業の政策効果としては、当初期待された効果が現れていないと見るべきであるが、ソフトウェアの「供給力」を単純に売上高、就業人口など従来から採られてきた指標で評価しうるものか、また、景気変動の影響をどうみるか、などが今後の課題として残された。4.関係者へのレビューなどの結果、今後必要とされる政策として下記の諸点が挙げられた。・中央省庁主導の縦割り的な政策ではなく、ソフトウェア産業を国の基幹産業として育成するための総合的な政策の推進。・「センター」がハード提供にとどまらず技術情報やビジネス情報の提供を通じたソフト面でインキュベート機能の役割も担う。・ネットワーク時代に対応して今後は「センター」などの建物整備ではなく、高速で安価な通信インフラを公的に整備する。・地方自治体が地元ソフトウェア企業へ重点発注することでの供給力・技術力育成、重層的な受注構造の改善を行う。さらに、これらの政策を迅速に推進する地方首長の強力なリーダーシップが必要なことも指摘された。
