本年度、この研究が遂行されたことによって得られた結果は以下の各点である。1.調査対象とした地方中小企業を見ると、全体として大都市圏の企業とは異なる情報化の発展形態を辿ってきていることが確認された。2.地方ソフトウェア産業が大都市圏のソフトウェア産業の下請構造に組み込まれている割合は売上構成比でみる限りにおいては従来言われているほど大きいものではないことが確認されたが、調査サンプル数が限定されたこともあり、この点については今後も検討が必要である。また、売上構成のみならず、技術交流面や人材育成面では依然として大都市のソフトウェア産業に依存している面も無視できないことがわかり、その点の解明も今後の課題である。3.地方中小企業と地域ソフトウェア産業間には、必ずしも充分な相互補完的な産業構造が形成されておらず、需要-供給のミスマッチが発生していることが明らかになった。4.現在のソフトウェア産業振興政策は、大型汎用機を中心とした情報技術パラダイムを前提としており、地方中小企業がパーソナルコンピュータとネットワークを駆使してシステムを地元ソフトウェア業者と構築しようとする際には必ずしも有効に機能していなかったことが明らかになったが、この点は急速に変化してきている。5.今後必要とされる産業政策として、頭脳立地法などによって設立された「センター」の再活性化を行い、一企業、一業界の枠組みを超えたソフトウェア業の組織間ネットワークを形成する政策が必要であることが明らかになった。なお、今後の課題として、静岡県を中心とした東海地域を対象とする今回の研究がどこまで全国的・普遍的意義を持ち合わせるものであるか、比較検証していく必要がある。
