本研究の目的は、中国およびロシアの市場経済化の経済的成果を、政策決定論の立場から、制度的な枠組みのなかで比較研究することにある。今年度および2年間の研究成果を簡潔に述べるとすれば、以下の通りである。1 ロシアは政治的にも経済的にも混乱しており、1998年夏の金融危機にそのことが象徴的に現れている。個別的には、国債発行による財政赤字補填、ルーブル相場の高め誘導、製造業の衰退などがその要因となる。2 中国の経済発展とロシアの混乱という経済成果の違いを制度的な枠組みのなかで捉えると、市場経済化と民主化の「同時進行型」のロシアと「政経分離型」の中国、あるいは「ビッグバン・アプローチ」のロシアと「漸新的アプローチ」の中国に分けることができる。(1)比較制度分析の視点から、システムのもつ制度補完性や経路依存性のため、市場経済への移行には漸新的アプローチの方が望ましいと考える。様々な制度の補完構造が有する複雑な一連の結び付きを考えれば、ビッグバン・アプローチは混乱をもたらす可能性が高い。(2)計量分析に基づくと、制度的枠組みの安定性が経済発展の最も重要な要因となる(民主主義の程度と経済発展には明確な関係を認めることはできない)。3 したがって、市場経済のなかで国家の役割を軽視することはできず、国家と市場は対立概念としてではなく、国家は市場の機能を拡張・補充する補完的な役割を果たしうる。但し、最適な解となるような1つの普遍的なシステムが存在するというより、むしろ、その歴史的背景に応じて複数のシステムが存在すると考えられる。以上の点を踏まえ、いくつかの今後の検討課題を処理した後、数本の論文の形でまとめていくことにする。

The purpose of this study is to make a comparative study on the achievements of market economy in China, the position of policy determinism and the structure of institutions. This year's research results in the past two years are briefly described. 1.
