Since the emergence of the modern educational system, public institutionalized education has been subject to the sovereign responsibility of the national state. In the course of the restructuring of the educational organization since the 1980s, however, a tendency of gradual 'transformations of the state' in public education is obvious worldwide (Koinzer/Leschinsky 2009; Bellmann 2015). In this context, the increase in presence of international and/or market-oriented private schools in compulsory educational section particularly in certain urban regions is currently pointed out (Hornberg 2012). The study is based on this recent development of local educational structure. The central aim is to gain insights into the reorganization of public education from the governance perspective by means of an exemplary case study on the current status of internationally oriented private schools. With the assumption that the development can be observed above all in so-called 'global cities', a special focus is placed on the comparative study in two global cities Frankfort/Rhine-Main and Tokyo. The case study examines the effect of internationally oriented private schools in the local education system, which has to be substantiated by the changed understanding of the tasks of the state as well as a changed content orientation and organizational structure of education. In terms of research methodology, the study is conceived as a two-level study: At the macro level, local educational structures and policies are quantitatively and qualitatively analyzed on the basis of secondary materials. At the meso level (organization), the self-positioning of internationally oriented private schools in local education systems is contrastingly explored by a qualitative case study in Frankfurt/Rhine-Main and in Tokyo.
