これからの「学校評価」は、「自己評価」と「学校関係者評価」とが相対しながらも、その結果を踏まえ、批判的な融合をしていく必要があり、その融合は、教育の質を保証するために欠くことができない。「PLOT」は、その融合のための戦略のひとつとして、三つの学校がそれぞれの教員を派遣して、お互いに学校評価をするシステムを構築した。学校種については、同校種(中学校)の場合と、異校種(小・中・高)の場合について実施し、その手法について検討した。3つの学校が「学校評価」を実施するための効果的、効率的なプロセスを明らかにした。学校評価を実施するための「事前打合」、「学校評価日(1日)」の流れ、そして学校評価の結果を改善に生かすまでのカンファレンス(研修会)や改善への具体的取組までを検証した。特に授業改善、学校改善に生かす具体的取組として、fykp(改善プログラム)を作成し、その効果を検証した。また、ワークショップ形式のカンファレンスの際に利用するワークシートについては、学校評価ガイドライン〔改訂〕の評価項目・指標に照らし合わせることができるものを、実際のカンファレンスの際に試行し、改良を重ねながら作成した。実施について協働ですすめてきた学校及びその取組に参企した学校評価者からの意見など質的データを取入れながら学校評価システムの改良を重ねた。自己評価の実施と結果の公表が義務化された「学校評価」であるが、学校の裁量の拡大、自主性、自律性の高まりとともに結果責任及び説明責任に一層注目が集まっている。このような状況に応じることができるこの学校評価システムは、授業改善、学校改善のための手法としても大きく寄与した。
