ラオスの農村地域は、都市部のマーケットヘアクセスできる道路が大きく不足しているので効率的な生産活動は行われず、農業生産は自給自足水準に留まっている。山間部の焼畑農業の拡大は、森林破壊や生態系破壊など環境に悪影響を与えかねない状況である。本研究では、農村地域における貧困削減と環境保全のための道路の効果について調査を行った。ラオス国立大学経済経営学部の教員及び学生と共に、山間部の村を対象にアンケート調査を実施した。首都ビエンチャンから約200km(車で2時間半、船に乗換えて2時間)離れたBolikhamxay州Hardyueng村の焼畑農業の実態とインフラについての調査を行った。96世帯が居住するHardyueng村は、未だに都市部につながる道路は存在せず、交通手段として川を利用している。電気や水道は普及しておらず、インフラは未整備の状態である。この村の79世帯を対象にして得たアンケート調査の結果は次のとおりである。(1)休閑期間が短くなり、地力が十分回復しないまま森を焼く世帯が増える。(2)焼畑の面積が年々増えていく傾向がある。村民は、人口増加により農業生産の増加は避けられないが、このような焼畑農業の拡大が森林破壊など環境問題につながることは認識している。マーケットを結ぶ道路が整備されると焼畑農業の拡大を止める効果と、野菜や果物、特産物の栽培や家畜の飼育を増やす効果が期待できる。現金化可能な農産物の生産拡大は、所得増大や伝統的な焼畑農業(休閑期間や耕作面積において)の維持を可能にする。このように農村地域における道路は所得増大や環境保全に非常に重要な役割をすることが本調査によって明らかになった。
