開発途上国における農村地域の貧困削減のためには、農村地域とマーケットを結ぶ農村道路の整備は欠かせないものである。しかし、中心都市から離れた農村地域では、まだ道路の整備は進んでおらず、道路に関する統計も整備されていない状況である。本研究では、農村地域とマーケットを結ぶ農村道路の経済的効果について調査を行った。ラオス国立大学経済経営学部の教員及び学生と共に、首都ビエンチャンから約32km離れている二つの村のインフラ状況と所得・消費・貯蓄に関するアンケート調査を実施した。農村道路の経済的効果をみるために、道路が整備されていない村(Phonngam)と数年前に道路が建設された村(Hadkieng)を比較分析した。分析結果、Phonngam村は、平均教育水準は高いが、村民の約85.5%が米生産の農業や手工芸に依存している。Hadkieng村は、村民の約72.4%が農業に依存しているが、野菜などすぐに現金化可能な農作物の生産が多い。また両村の農産物の平均生産量、販売量、労働生産性をみると、乾季にはほとんど差が見られないが、雨季になるとその差は著しくなる。乾季のHadkieng村とPhonngam村の米の販売量/生産量は、それぞれ63.1%と60.3%、労働生産性は、8.6と8.2であり、Phonngam村の平均交通費用は、Hadkieng村の約62.8%である。雨季になると、両村の米の生産量(雨期生産量/乾季生産量)は、それぞれ156.6%と125.1%に増加する。米の販売量(雨期販売量/乾季販売量)は、Hadkieng村では133.1%に増加するが、Phonngam村では69.8%に急減する。労働生産性は、それぞれ12.2と10.3でHadkieng村の生産が効率的である。この時期のPhonngam村の平均交通費用は、Hadkieng村の約54.2%に過ぎない。Phonngam村の年間所得は、Hadkieng村の約59.5%、消費は75.6%、貯蓄は49.3%の水準に留まっている。このように農村地域における道路の経済的効果は非常に大きいことがこの調査によって明らかになった。
