平成十年度は、計画にしたがって、ラテンアメリカ諸国が新たな成長基盤を形成する上であマクロレベルでの安定性とミクロレベルでの構造改革の相互作用、両立可能性を理論的に検討し、ラテンアメリカ地域における国際投資(直接投資・ポートフォリオ投資)と流れを分析することに努めた。その過程で、内生的関税決定理論などの貿易政策決定過程のモデル分析の地域経済統合分析への応用可能性に着目し、重点的に研究を進めた。その結果以下の二点を成果として得た。第一の点は、九年度の研究成果として確認した、世界経済への統合度の上昇(市場志向政策への転換・対外開放政策)がもつラテンアメリカ経済への不安定化作用に対して、地域経済統合がもつ一定の緩和効果の理論的確認である。これには市場拡大という規模の経済が持つ投資誘発効果が寄与している。ただし実証的確認は今後の課題として残されている。第二の点は、安定化政策・地域経済統合の進展過程における国内政治経済構造の分析の重要性である。世界経済への統合度の上昇がもたらす不安定性は、国内政治上の圧力の在り方によって持続可能性が左右される。このことは、ラテンアメリカ各国間における政策の進展の差(特にブラジルとアルゼンチン)を根拠づける上で重要となる。これらの点については、平成十年十一月のラテンアメリカ政経学会(於神戸大学)における報告としてまとめた。同報告は学会当日における議論や、その後の改定した草稿について他機関研究者から受けたレビューをふまえて、十一年度の早い時期に論文として発表する計画である。
