项目摘要

本年度は、生協農産事業と、関連する地域諸機関に対する実態調査を中心に研究をすすめた。ただし、本年度の対象地域である北海道は経済危機が進行中で、状況変化が著しい。本研究との関連でいえば次の点である。第一に、対象生協の店舗(えりも町)は経営難から閉鎖された点である。過疎地域においての店舗事業は、地域関連産業との関わりが深く、閉鎖への影響も大きい。第二に、北海道内の大手生協が経営難に陥り、全国生協からの資金・人的支援を受けている点である。現在のところ、自主再建を図りつつも、全国から支援を受けなければ再建不可能な段階に達している。以上の諸点より、本年の研究は、生協農産物事業の地域ごとの差異性に焦点を絞り、北海道における生協産直事業などの実態を明らかにした。その結果、明らかになったことは次の各点である。第一に、生協食糧事業は、国内農業とのつながりを深めるというよりは、安価な輸入食糧に依存しがちな傾向にあることである。これは、1980代後半よりその傾向が強まり現在も進行している。第二に、産直事業に関しても、輸入食糧に依存するなど事業範囲がひろがり、地域との連関が薄れてきている点である。これらの傾向から、地域関連機関と地域生協との関わりは「希薄化」と指摘できるほどの状況になっている。しかし、調査対象とした道央市民生協の産直事業はマルセイ青果という仲卸業者を子会社にし、地域の農産物を仕入れ、全国に直送するという機能を有している。これは、地域農業の維持存続に積極的に働きかけている事例ともいえた。ただし、マルセイ青果も株式会社として独立することになっている。以上の成果をふくめ、学位申請論文「戦後日本における生活協同組合の展開と構造」を1996年6月に北海道大学農学部に提出する予定である。
