项目摘要

本研究は1910年代の国際的な潮流に日本が統治構造を再編しながらどのように対応したかを明らかにしようとするもので、具体的には日本政府の第一次大戦への対応と国際社会の認識を政治外交史的に研究した。前年度までの分析によって、これまで中国権益が主たる研究関心であったこの時期にあって、日米船鉄交換交渉に見られるように、アメリカなどが日本の船腹提供を極めて重視していたことが明らかになった。そこで2015年度は、アメリカ以外の連合国主要国の認識を明らかにするため、前年度にイギリスで収集した史料、すなわちイギリス外務省文書（FO）中の関係国政治外交関係書類（FO371）、極東地域関係書類（FO395）、石炭・船腹管理関係書類（FO382）、パリ講和会議関係書類（FO374、FO608）のほか、通商委員会文書（MT）、農林水産省文書（MAF）中の海運関係書類などの分析を進めた。この分析から、イギリスなどが船腹提供という側面から日本の連合国への貢献に不満を持っていたこと、日本の貢献を引き出すために国際協調の枠組みへ日本を取り込もうと試みられたことが明らかになった。このことは経済的貢献が国際社会でのステータスを確保するにあたって重要な意味を持ったことを示す。また、船腹の国際共同管理を担ったAllied Maritime Transport Councilは国際行政の分野においても国際共同管理の原始的機関として注目されており、日本の国際社会におけるステータス確保を国際行政への参与と連続的に捉える必要が示唆された。年度途中で、所属機関の変更が生じたため、直接の成果というより、吉野作造の「憲政の本義」論文100周年記念『中央公論』への寄稿など現代政治との往還による業績が先行した。ただし、すでに国際社会への日本への参入プロセスを扱う書評論文の公刊が予定されており、順次、成果を報告する予定である。

This paper is a study of the political and diplomatic history of Japan's first major international political movement in the 1910s. In the previous year, the analysis of China's interest in the main research period, Japan's ship-to-rail exchange, and Japan's belly-to-ship supply were extremely important.
