児童扶養手当給付費の増加を背景に,母子世帯が手当を受けることなく就労を通した自立ができるよう,自立支援対策の総合化という労働・福祉政策の再編成が進められているが,本研究では,関係資料の収集,関係機関へのヒアリングを通して,この問題にかかわる多くの知見を得ることができた。以下,主な点を記す。1.福祉現場においては,職業紹介・職業訓練など労働分野における母子世帯特別施策の充実を望む声が強くある一方,就労以前の問題を抱えている世帯も多く,就労施策への傾斜は彼らの貧困を助長するといった見解も聞かれた。当事者の生活実態に近い現場の意見は,政策効果の判断や意図されざる効果の分析にとって重要であり,文書にはあらわれない現場の実態や貴重な意見を聞き取ることができた。2.労働現場においては,福祉分野から期待される就労施策効果にとまどいの声が多いことが明らかとなった。労働行政であり福祉行政ではないという現場の意識も強く,特別施策の存在そのものを批判する意見や,その歴史的背景や意義は認めつつも現時点での意味や効果を疑問視する声も少なくない。さらにそれら施策は,現場の運用面においてはすでに有名無実化している実態も見受けられ,政府レベルでの方針や政策立案・予算化が現場レベルで効果を発揮するかについては,慎重な検討を要することが判明した。3.社会福祉基礎構造改革,労働・雇用分野の規制緩和,改正男女雇用機会均等法といった近年の政策潮流は,理念と実態との乖離から矛盾や誤解もあいまって,母子世帯の就労と自立支援にマイナスの影響を及ぼしかねないことが,現場および当事者ヒアリングと関係資料の分析から示唆された。4.複数の自治体を調査対象にすることで,この問題の背景にある諸条件やあらわれ方の違いなど地域差の重要性が明らかになる一方,興味深い取り組みをはじめている自治体の動きにも接することができ,今後の研究への課題と道筋が開かれた。
