项目摘要

今年度の課題は(1)先行研究のレビュー(前年度より継続)、(2)母子世帯に関する国際比較、(3)成果のとりまとめの3つであり、特に(2)の分析が中心的な位置を占める。前年度の実績報告書で既述したように、日本では母子世帯の全国調査は少ない上、ミクロデータの目的外利用も制限されているという制約があるため、利用できるデータの収集にかなりの時間を費やした。しかし、幸いなことに、日本労働研究機構が全国に暮らす母子世帯を対象にランダムサンプリングで抽出し、郵送法を用いて2001年に実施した「母子世帯の母への就業支援に関する調査」の報告書が2003年8月に刊行され、巻末資料として、学歴や収入といった社会階層に関する調査項目も含めた集計データが収められているので、この集計データを用いて、オッズ比やクロス表分析などをおこなった。その結果、以下の4点が明らかになり、「階層再生産」に留意した政策の必要性が示された。a)学歴によって就業率や平均勤労年収に違いが見られ、学歴が高いほどいずれも高い。b)高等教育を受けた女性はパソコン使用率も高く、母子家庭後の生活に向けて準備をした割合が高い。c)母親学歴によって親や親族から援助を受けるチャンス、子どもの父親から養育費を受け取るチャンスに格差が存在する。特に中学校卒のハンディが著しく、大卒との格差は大きい。d)母子世帯になって以降の生活については、「経済的不安定さ」について学歴による有意な差が見られたが、その他の生活面については有意な差は見られなかった。これらの分析結果と、(1)のレビューによって明らかになった母子世帯の貧困と社会的支援に関する論点整理を取りまとめ、研究論文「日本の母子世帯の社会階層と貧困に関する現状と政策的課題」として発表した。
