项目摘要

1.日本の普通教育の一環としての技術教育については、施設・設備等の物的条件整備とそれに不可欠な教育財政の制度に関する研究が、ことがらの重要性に比して極めて遅れている。本研究はこうした研究事情等により、関連する諸論点のうち、(1)具体的にはまず第1に、産業教育振興法にもとづいて1952〜59年度まで存続した「中学校産業教育研究指定校」補助金制度の成立と展開及び変容の過程を実証的に分析し、その特徴を解明する。(2)また第2に、この指定校制度はその後、1958年に成立した技術・家庭科を1962年度から全面実施するに際して、1960年度から「中学校産業教育設備整備補助金」制度に代わったため、(1)の分析の結果との関連において1958年の技術・家庭科の成立の背景を教育財政の面から新たに検討し直し、技術科教育の成立における教育財政問題の位置を解明するとともに、このことにもとづいて、普通教育課程の技術教育に対する史上最初の本格的な教育財政制度がもつ普通教育史上の意義を理論的かつ実証的に明らかにしようとするものである。2.(1)本年度は、昨年度の研究成果にもとづき、引き続き中央産業教育審議会総会議事録や教育課程審議会中等教育教育課程分科審議会議事録、CI&E文書等の基本資料を分析した。(2)その結果、(1)まず第1に、中学校産業教育財政制度の第1期形態である中学校産業教育研究指定校制度は、産業教育振興法制の一環として、学校側の申請にもとづいて文部大臣が認可した一部の公立中学校及び私立中学校に対して、地方の産業教育の振興に有効となる施設・設備等の整備に要する経費の一部を国庫補助するものであったことを整理した。(2)また第2に、この中学校産業教育研究指定校に対する1校当たりの国庫補助額については、定額の15万円であったとする定説とは異なり、学校設置者の裁量により15万円以下に減じることが可能であったこと、実際に15万円に満たない国庫補助を受けていた学校が存在したことなどを概略解明した。(3)技術科の成立における教育財政問題の位置の解明については、本研究では十分に追求することができず、今後の課題として残された。
