阪神・淡路大震災では、新しい耐震基準適用以前の古い木造家屋に大きな被害が生じた。こうした教訓に基き、阪神・淡路大震災以降、多くの地方公共団体が、老朽木造住宅の耐震診断、耐震改修等への補助や融資制度を創設し、住宅耐震化の促進に努めているが、こうした補助制度も、利用者側のニーズや状況に十分適合したものとはなっていないため、十分に活用されていないのが現状である。こうした背景を踏まえ、本研究は、これまで供給者側の論理に基き構築されてきた国や地方公共団体による住宅耐震化支援のための制度について、マーケティング手法を導入することにより、需要者のニーズに合ったより効果的な制度の構築・普及を図るための方法論を確立することを目的として行った。木造住宅耐震化支援のための補助制度を先駆的に実施している自治体の一つである静岡県をケーススタディの対象地域とし、平成16年度は、まず県・市の補助を活用し実際に耐震補強を実施した世帯に対しアンケート調査を行い、耐震補強実施者の世帯属性や実施理由を明らかにする事により、より効果的な制度設計、制度の普及・PR方法に関する有効な知見が得られた。次に、県・市の補助を活用し、専門家の耐震診断を受けた世帯に対しアンケート調査を行い、コンジョイント分析を用いて重要者の効用関数の推定を行うとともに、耐震補強未実施の理由、実施のための条件などを明らかにし、需要者のニーズに合ったより効果的な制度の構築・普及を図るための有効な知見を得た。平成17年度は、まず前年度の成果に基き、有効な支援制度の提案を行った。さらに、実際に耐震補強工事を実施している工務店等に対するヒアリング調査に基き、需要者のニーズに適合した効果的な制度の普及の仕組みの提案を行うとともに、その実現上の課題を明らかにした。
