项目摘要

近年、地球温暖化問題を中心として自然環境を保護するというプロジェクトを行うことが重要視されてきている。その中でも、仮想市場法(以下、CVM)は費用便益分析め枠組みの中でそのようなプロジェクトの便益を評価することが可能である数少ない手法として注目を集めてきている。CVMの注目される理由は、それが表明選好(アンケート調査による)に基づくものであり、元来、財市場の存在しなかった環境財でさえも通常の市場財のように評価することが可能であるという点である。しかしながら、CVMの妥当性に対する批判も多い。主な論点は、CVM調査で表明された支払い意志額(以下、WTP)がスコープ反応性を持たないことが多々見られるという点である。本研究の目的は、これまでなぜCVM調査におけるWTPがスコープ反応性を持たなかったかについて再検討するとともに、調査回答者(以下、被験者)の行動をより明確に定式化することである。前年度に構築されたモデルを既存のCVM調査データに適用して、モデルの適合度を検証する。推定されたWTP_<cold>ガスコープ反応性をもつかについて検定を行い、CVM評価額が経済学的な見地から十分な信頼性を有するかを検討した。本研究では支払意思額WTPcold、利他的効用に関するWTP,warm glowの額をそれぞれの関数に5変量正規分布に従う非観測誤差があるとして推定をすすめとくに、今回トービットモデルによる推定を試みた。その結果、有意な関数形を推定することができた。WTPcoldのうち1キロメート以内の河川に関する部分だけがスコープ反応性を有することが判明した。これは理論と整合的である。さらWTPcoldがマイナスまたはゼロとなる真の意味でのwarm glowおよび利他的効用に関するWTPを求めることが可能となった。以上の分析から狭義の意味で経済合理なWTPを計測することが可能となった。
