项目摘要

2年継続研究の最終年度は主として初年度の現地調査の補足およびその分析を実施した。最初に、研究フィールドである島嶼部で進む少子高齢化に関して統計等の資料を収集・整理することにより、その高齢化にいたる歴史的経過を数値として概要の把握を行った。島嶼部の高齢化を日本全体、愛媛県全体との時間的経過で比較すると、15年から10年ほど早く高齢化が進んでおり、島嶼部では早急なバリアフリー整備の必要性が明らかとなった。瀬戸内海周辺沿岸(大阪、兵庫、岡山、広島、山口、福岡、島根、鳥取、徳島、香川、愛媛の11府県)の港湾施設の現地調査を実施し、港の待合設備や桟橋から船舶への移乗施設に関して重点調査を行った。あわせて港湾施設以外との比較対象としてJR新幹線、在来線、バス、新交通システム等の旅客施設において、船舶との乗船下船時の相違に注目して、バリアフリー対策の調査を実施した。乗船後の活動の場である船内のバリアフリー化の現状調査では,船内空間に余裕のある大型船においては陸上の交通施設(通路,階段,トイレ)に準拠した基準で対応がなされ,鉄道やバス等に比較しても充実した施設内容となっている。しかし高齢化の進む島嶼部で多用されている小型船舶では,整備が遅れていることがわかった。その原因は船内が狭隘であることや,対費用効果が指摘される。また利用者のアンケート調査では設備整備とあわせて人的補助が求められていることも明らかにされた。
