项目摘要

戦後占領期間中にGHQ/SCAPが軍政部向けに配布していた週報に添付された、急性感染症ならびに性感染症についての報告事項を抜き出し、データベース化するとともにこの時期に特徴的な問題点を拾い出し、検証した。その結果、1)各種感染症の占領期にわたる消長、ならびに全国都道府県別の感染症流行状況を把握することができた。とくに、わが国の厚生省が感染症月例統計を刊行する以前の流行状況を新たに発掘することができたことは意義が大きい。これにより、従来は資料がなかった終戦直後の流行が明らかになった。また、2)本年度は滋賀県彦根市におけるマラリア撲滅対策に注目した。彦根市では対蚊対策が中心で行政が中心となって対策が進められた。市立マラリア研究所の設立がGHQの指示に触発されたものであり、GHQの衛生工学者たちが彦根を訪れていたことも明らかとなった。しかし、今後の課題として残された問題、あるいは今回の研究の結果、改めて疑問として提示された問題も多い。たとえば、わが国で戦前からマラリア5県として知られていた滋賀、福井、石川、富山、愛知のなかで、戦後なぜ彦根市に多く患者が残ったのか、また彦根における市立マラリア研究所設立など地域独自の試みもあるものの、対策の計画ならびに実施において、台湾や沖縄でのマラリア対策の経験がどのように生かされたのかなど、今回の研究によってむしろ解決すべき問題が出てきた感がある。今回の萌芽研究をもとに今後さらに研究を続けていくことで、再び感染症対策が必要とされる現在、こうした歴史的な事実からわが国ならびに世界的な対策へのひとつの示唆を得ることができると思われる。
