Comparison of Law and Politics at Local Level in North-east Asia

研究的目的是比较和规范冷战结构崩溃后地方实体，特别是市政当局作为新兴国际行为者对地方区域管理的未来期望。在为期两年的研究期间，我们收集了与主题相关的材料，第一年进行了分析，第二年集中于规范性和政策性研究，包括听取专家的意见。结果表明，地方实体的多元化网络将是该地区未来最重要的因素之一。另一个结论是，应该考虑市政当局的外交权。考虑到世界民族国家结构的变化，澄清地方主义、地方自治和分权等概念将是我们下一个研究的主题。

The purpose of the research is comparison and normative future expectation of management of local area by local entities, especially municipalities as newly emerging international actors after the collapse of cold war structure. During the two years research term, we collected materials concerning the topic and analyzed them in the first year, and concentrated in normative and policly studies including hearing from experts in the second year.As a results we concluded that plural network by local entities will be one of the most important factors to the future of the area. The right to perform diplomacy by municipalities should be took into consideration is another conclusion.Considering the change of nation-states-structure of the world, to make clarification among such concepts as localism, local autonomy and decentralization will be the next topic of our research.
