Most science parks in Japan have aims of developing technology as well as nursing new ventures. For assisting start-up of new ventures, it is necessary for incubators both to know what creative activities consist of and coordinate various organizations with different objectives and interests.I have done research on how incubators playd two roles and how other organizations assisted them. As a result, I got two following findings : firstly, most incubators did not have abilities of consulting new ventures and giving them training course. In addition, they did not have knowledge of entrepreneurial behaviors and learning by themselves, and collect information or data about them. Secondly, all incubators offered entrepreneurs opportunities of meeting and knowing one another. But it seems to me that they were not settings where they can talk frankly, cooperate to find problems and solve them.It is hard to solve these difficulties without cooperation of local people living in the same region.

日本的大多数科学园区都有开发技术和培育新企业的目标。为了帮助新企业的启动，孵化器既要了解创造性活动的组成，又要协调具有不同目标和兴趣的各种组织。我对孵化器如何扮演两种角色以及其他组织如何帮助他们进行了研究。结果发现：第一，大多数孵化器不具备为创业企业提供咨询和培训的能力;此外，他们没有创业行为和学习自己的知识，并收集有关他们的信息或数据。第二，所有孵化器都为企业家提供了相互见面和了解的机会。但在我看来，他们并不是在那里可以坦率地交谈，合作发现问题并解决问题的环境。如果没有生活在同一地区的当地人的合作，很难解决这些困难。
