DUAL STRUCTURE OF CHINESE ECONOMY AND SEPARATING,FLOWING MECHANISM OF RURAL SURPLUS WORKERS UNDER THE REFORM AND OPEN-DOOR POLICY -- A STUDY OF FEATURES OF MODERNIZATION OF RURAL CHINA --

(一)将中国早期的政治、经济制度概括为“中国式社会主义”，并对其特点进行了描述，对其形成、发展、崩溃的过程进行了阶段性描述。“中国式社会主义”由三个要素组成：行政命令经济体制，户籍区分城乡居民和公民的社会地位，“单位社会”的组织=把人们的住所和工作场所拉近。(2)“中国式社会主义”未能实现中国的政策、经济和社会的现代化。究其原因，是苏联式社会主义的同质化和中国传统的中央集权行政权的转变。(3)在20世纪80年代以后“二元结构”的变化上，原有的经济管理指挥体制对农业和农民的歧视待遇与市场机制下工农业的不平衡发展相互交叠，农业和农民处于不利地位。要解决这些问题，必须进行充分的宏观调控，形成有导向的市场体系。(4)经济开放政策将成为推动经济市场化和“二元结构”瓦解的强大动力。地方与周边国家和地区形成了两极经济区域，削弱了中央对国家的影响力。(5)在“二元结构”变化和农民工流动问题上，笔者结合肃南区经济发展和苏泉、安徽、贵州等地农民工流动问题进行了研究。

(1) I generalized China's former political, economic system as "China-type Socialism" , characterised its features and staged its formating, developing, collapsing processes. "China-type Socialism" is composed of three elemnts ; they are administrative command planning economic system, the distinction of social status between citizen and inhavitants of towns and villeges by the family register, and the organization of "Danwei Shehui" = bringing people's residences and places of work close together.(2) "China-type Socialism" has failed to modernization of the policy, economy and society of China. I cleared up the cause of it, which was the homogeneity of Soviet-type Socialism and China's traditional centralization of administrative power.(3) On the change of "Dual Structure" after 1980', the discriminative treatment to agriculture and farmers by the former command system of economic administration and disproportional development between industry and agriculture in market mechanism have overlapped each other, agriculture and farmers have been in a disadvantageous position. In order to redress these points, it is necessary adequate macro-controls and the formation of a guided market system.(4) Economic open-door policy would be a strong power to the promotion to marketization of economy and collapzation of "Dual Structure" . Local districts have been forming polar economic regions with surrounding countries and districts, and have weakened the power of central national influences.(5) On the problems of the change of "Dual Structure" and the turnover of rural workers, I am under reseach in connection with the problem of the economic development of Sunan District and the rural workers' turnover from Suquan, Anhui, Guizhou and so on.
