昨年度の研究実績により、フェアトレードがグローバル経済の中に定着し主流化するためには、非営利団体による手工芸品の売買から、労働集約的な農水産物貿易の競争力強化に取り組む必要があるとの結論を得た。その発展可能性に大きな影響を及ぼす要因は、食品衛生、環境保全や、労働条件に関わる国際基準や認証制度である。今年度はこの問題をより詳しく調査するため、8月にバングラデシュを訪問し、バングラデシュの農水産物輸出に関わる認証制度について、政府機関、NGO,外国ドナー、水産物加工輸出業協会から最新の情報を入手した。調査の結果、昨年度までに把握していた食品衛生の管理手法である「危害分析重要管理点(HACCP)」の導入に留まらず、労働条件、人権、ジェンダー、環境、動物愛護に至るまで、様々な要素を組み入れた認証制度の導入が、輸入する側、輸出する側の様々な組織やレベルで検討されていることが判明した。10月に国際貿易における「基準」や「認証制度」の問題とからめて、企業の社会的責任(CSR)やフェアトレードを議論するためのワークショップがサセックス大学開発研究所(Institute of Development Studies)で開催されたため、これに出席した(出張費は本科研とは別資金を使用)。また、このワークショップの内容と近接するワークショップ("Promoting Decent Work in Global Production Systems in Asia and the Pacific")が12月にバンコクのILOアジア・太平洋地域総支局で開催されたため、ILOの要請により出席した(費用はILOが負担)。これらの調査活動を通じて把握されたのは、欧米市場と日本市場とでは、途上国から輸入する農水産物に要求する基準内容や水準が異なることである。これらの基準の調和化が図られない限り、生産者・輸入業者は市場ごとに別途の対応を迫られるのを避けるため、特定市場に輸出を限定する結果となる。一般に日本の市場は特殊性が高いことが指摘されており、南アジアの低所得国に関する限り、日本への食品輸出の壁は非常に高い。今年度の研究実績は、"The Distributional Effects of Compliance with Food Safety and Agricultural Health Standards on Small Producers in Developing Countries"というタイトルの報告書にまとめ、2005年6月11日に文教大学で開催された国際開発学会の第6回春季大会で報告した。同論文はその後修正を加え、本研究科のワーキング・ペーパーとしてウェブ上に公開した。
