アジア諸国で実施される日本政府のインフラ投資事業について、文献調査を実施した。特に、本研究の中心事例となる「バングラデシュMRT新型通勤車両6両編成（通称ダッカメトロ）」について資料を収集し、2022年12月末の一部区間開通にあわせた現地での報道や、識者の見解をネットで入手可能な情報により調査した。2023年3月に現地を訪問し、実際に新車両に乗車し、経路の確認、駅および車両の外観、駅スタッフの配置、乗客の様子等について予備調査を行った。さらに、本線の運営を掌るDhaka Mass Transit Company Limitedの関係者、交通工学の専門家、日本とバングラデシュの外交に精通する専門家にインタビュー調査を実施した。この他、現地調査では、開通したメトロ周辺のスラム住民の生活を参考のために視察し、住民から話を聞いた。メトロ自体の存在は、現時点で、彼らの生活にほとんど影響がないものの、コロナ禍の影響および昨今の物価高の影響により、住民の生活は悪化していることがみてとれた。なお、予備調査の結果、ダッカメトロの建設と運営が、日本が円借款を通じて支援し、2002年にインドで開業した「デリー高速輸送システム建設事業（通称デリーメトロ）」に倣う部分が大きいことがわかった。ダッカメトロのスタッフがデリーに派遣されて研修を受けている他、デリーからも技術者がダッカを訪問する等、様々な相互交流がなされている。デリーメトロは「質の高いインフラ投資」の成功事例として大きく広報されており、その詳細な「プロジェクト・エスノグラフィー」も書かれている。一方で、ダッカメトロは未だごく短い区間での限られた時間帯における運行のため、ダッカ市民による乗車経験が日常化しているとはいいがたい。今後、デリーメトロに関する資料を有効に活用しながら、ダッカメトロの進捗状況を観察したい。
