项目摘要

本研究では、高校教育の歴史的な展開をふまえ、現代的位相を捉え直す座標軸=<公共性>を中心に据えながら理論的・実証的な検討を加えた。前年度までの2種類の郵送自記式質問紙調査データの分析を深めること、さらに、<公共性>を再構築する試みを展開している改革事例についてのインテンシブな事例研究を実施することを課題とした。さまざまなデータを総合的に考察する中で、現代の高校教育が抱えている諸課題といくつかの突破口が浮き彫りになった。1.わが国の高校教育は、戦前の伝統の構造的な影響を受け、比較的早い時期から階層的な構造を形成してきた。とりわけ、高校教育が大衆化・普遍化して以降は、この構造はきわめてリジッドな特徴を帯びていった。最近では、公教育の社会的責任を遂行するという名の下に、都市部の公立高校も進学準備機能を露骨に担おうとするようになってきている。実際には、学校週五日制の導入にともなって、公立高校と私立高校の二重構造はますます強化されている。2.この高校階層構造は、社会的淘汰を特徴とする新自由主義の改革の中で、社会的・経済的な地位の再生産を担う機能を強めている。高校階層、「学力」層、生徒の社会・経済的背景、教員文化…などの連鎖によって大きく枠づけられてきている。学力低下論に伴い、教師の構えはますます教科専門性指向に引きずられつつあり、生徒の生活の実態にリアルに迫るようなカリキュラムを構築していくことがないがしろにされつつある。3.そのような状況の中で、生徒の切実さに寄り添い、教師を含めた大人たちの自己変容をも惹起するきわめて有意義なエンパワメント実践を展開している高校もある。これらの試みを学術的・理論的に支援していく手立てを探っていくことが今後の課題となる。
