项目摘要

1.本年度は上記の課題に関し、文献的、統計的研究を行なった。第一に既存の研究成果の収拾・分析・整理を行った。特に生産者米価の低下や農地制度の修正等と水田の貸借・売買との関係に関する記述的・計量的分析結界を収集・分析・整理した。第二に、水田の需要サイドと供給サイドの需給行動の計量分析を行うための県別・地帯別・全国の農地価格、転用価格、地代、農地売買面積・件数、農地貸借面積・件数、要素価格、生産費等の時系列デ-タを農業会議所、農水省、不動産研究所等の資料により、デ-タ・ベ-スとして形成した。第三に、形成されたデ-タ・ベ-スに基づき、生産者米価の低下、農地制度・土地税制の変化、稲作技術の変化、要素価格の変化等が水田の貸借・売買行動と稲作経営の規模拡大にどの様な影響を与えるかという問題を明らかにするため、稲作経営の水田貸借・売買行動に関する試行的理論モデル及び計量モデルを構築しその推定を行なった。第四に、生産者米価とコメ米生産費の相互規定性に鑑み、日本・タイ・アメリカの三国のコメ生産費が稲作経営規模・技術・コメ生産性、要素価格及び為替レ-トによりどのように規定されてきたかを、長期時系列的に国際比較分析し、生産者米価の低下とコメ生産費及び稲作経営規模との関係に関する国際的比較検討を行なった。なお本研究は萌芽的研究のカテゴリ-で採択されており、上述の計量的計測結果は未だ試行的であり論文として発表するには至っていない。2.上の文献的・統計的研究を補完するため、本年度には北海道空知、山形庄内、佐賀の稲作地帯において稲作経営の水田貸借・売買行動に関する実態調査及び東京で農水省等において農地制度・土地税制の変化に関する服き取り調査を実施した。
