项目摘要

サブサハラ・アフリカは地球上で唯一過去30年間人口一人あたりの食料生産とカロリー摂取量が減少してきた地域である。飢餓人口は80年代に倍増した。この激しい食糧不足は人口爆発・資源枯渇・環境破壊問題とともに、サブサハラ・アフリカ諸国の経済・政策・制度・技術・社会・自然要因と密接に絡み合って発生してきている。これら諸関係を明らかにするため、研究代表者辻井及び研究分担者浅見が、タンザニアとナイジェリアを訪問し、研究分担者などとワーク・ショップを開き、研究目的、方法、農家調査票、期間、研究発表方法、予算などに関して共通の合意を形成し、国際共同研究組織を立ち上げた。辻井の古くからの友人であるWorld Watch Institute, IFPRI, FAO及び京大農学研究科とアジア・アフリカ地域研究研究科などの研究者の協力計画も立ち上げた。辻井はかつてタンザニア人Mr-David Nyangeの食料安全保障政策に関する博士論文の作成を指導し、彼が現在在職するソコイネ農業大学の研究者とのパーソナルな関係を形成した。ナイジェリアの国際熱帯農業研究所との共同研究体制も確立し,そこの研究員であるチアヌ博士を京都大学に2年間JSPSの奨学制度で,2001年12月から招聘した。本企画調査の研究課題を追求するための農家調査票を,ナイジェリア向けとタンザニア向けに作成した。これら調査票の実施テストも実施し、必要個所を修正した。来年度から本格調査に入る準部がほぼ完全に出来上がった。
