项目摘要

1.火災事例にみる維持管理の問題点の把握死者の発生した火災事例をまとめた東京消防庁編集の「特異火災事例調査概要書」より74例を抽出して維持管理上の問題の有無を把握するとともに、その問題の内容を整理分析した。65%の事例において維持管理上の問題が死者の発生に関わりをもっていること、雑居ビルおよび物販店舗で特にその比率が高くなっていること、防火扉の閉鎖障害に関わるものが過半を占めることなどが明らかになった。2.建築物定期点検調査による維持管理上の問題点の把握大阪府建築防災センターの協力により、建築物定期点検調査約4千件のデータから維持管理上問題ありと指摘されている事項を抽出した。その結果、学校では防火戸等の区画形成に関わる管理が、旅館ホテルでは内装仕上げに関わる管理とともに階段室の区画や施錠に関わる管理が、百貨店では階段室の区画とともに避難経路の障害に関わる管理が問題として指摘される比率の高いことが明らかになった。3.共同住宅アンケートによる維持管理上の問題点の把握大阪市内の共同住宅(11階以上)を対象にして、管理者および居住者に対して維持管理に関するアンケートを実施し、維持管理上の問題のありかを探った。バルコニーには避難の障害となるものが置かれる傾向が高く空調の室外機は約60%の住戸におかれていること、消火や避難についての訓練や教育の実施率が極めて低く、半数の人が消火器の使い方を知らないことなどが明らかになった。4.まとめ以上の調査や分析により、高価な設備等を設置していても、維持管理が不十分なためいざという時に有効に機能する状態にないことが明らかになった。
