项目摘要

1.被災体験集の収集過去において大規模な災害を経験した全国の自治体(防災関係部局,社会教育関係部局および公立図書館)にアンケ-トを送付し,被災体験が掲載されている刊行物(記録集や雑誌等)の紹介をお願いした。その結果、34都道府県41市町村40図書館から,67災害について306冊の体験記録集または体験記録掲載の刊行物の紹介が得られ,そのリストを作成した。同時に,現地に赴くかコピ-を依頼して,その収集をはかった。2.被災体験のデ-タベ-ス化収集した刊行物からデ-タベ-ス化の価値があると判断された,24災害について,地震体験記録223編,水害体験記録84編を抽出し,デ-タベ-スソフトにより,デ-タベ-ス化をはかった。被災体験デ-タは,事項別,行動別,災害種別により検索可能である。3.避難行動特性の分析上述の被災体験デ-タベ-スを用いて,避難行動特性の分析を試みた。避難決心要因では,災害種別にかかわらず,周囲の人の動きをあげるものが多いこと,避難先では地震の場合,学校を選択するものが多く,風水害では近所の家を選択するものが多いこと,等が明らかになった。4.初期対応行動特性の分析同様に,被災直後の初期対応行動についても,特性把握を試みた,地震では退避行動や救護行動をとるものが多く,風水害では避難準備行動や情報検索行動をとるものが多いことが判明した。5.今後の課題津波や火山噴火等に関する被災体験をさらに収集することを含め,より充実したデ-タベ-スとすることが,今後の課題である。
