项目摘要

今年度は、2つの調査研究を実施した。第1は、日本における都市防災に関わる事業制度と事業実施に関わる調査である。戦後の耐火建築促進制度や防災街区促進制度から始まって、最近の都市防災構造化事業制度にいたる流れを概観するとともに、それらの事業が果たした効果と役割を分析した。その結果として、それらが局部的な新陳代謝と不燃化には有効に機能したことは認められるが、面的な都市全体の防災性の向上には、結果として殆ど機能していないことが確認された。ここから、都市全体の面的な防災整備に資する「誘導性をもった土地利用や建築指導のゾーニング」の重要性を、韓国の都市防災に対する教訓としても指摘できる。第2は、日本の自治体およびコミュニティにおける都市防災の取り組みに関わる調査である。防災まちづくりの取り組みおよび防災コミュニティの活動の実態を、神戸市を中心に調査した。概して日本の場合、防災はソフトな取り組みに傾斜しており、公園を整備したり、住宅を補強したりするハードな取り組みは遅れている。それは、市民の防災まちづくり意識の弱さに起因しているが、同時に身近な公共空間を改造するための有効な事業施策が欠けていることにもよる。防災性に着目した防災地区計画制度の確立とその充実が求められる。以上の調査研究を踏まえて防災まちづくり指針の基本フレームを作成した。
