1)準防火地域の要求防火性能の把握防火地域及び準防火地域の制定経過を文献により歴史的に考察をし、その性能が(1)大火を抑制するという地域防火的側面と(2)隣家拡大(類焼)を防止するという建築防火的側面の両面から規定されていることを明らかにした。また、地域防火的側面で要求される性能は、建物と地域の構成、さらには消防力との関係で判断されるものであることをも、明確にした。2)延焼シミュレ-ションによる要求性能の数量化室崎式とよばれる延焼速度式を用いて都市大火が起らない条件を求めた。これによると延焼速度が80〜90m/時以内であれば大火が起らない、また木造建ペい率が30〜40%以内であれば大火が起らない、木造建ぺい率が40〜50%であっても、それが防火的構造であれば大火が起きないことが確認された。3)火災統計による類焼防止性能の把握火災事例を京都及び奈良市の消防局から提供をうけ、類焼要因に家屋構造が如何に影響するかをみた。これによると、準防火地域と無指定地域、さらには普通木造と防火木造の違いによって、類焼危険に差のないことが明らかとなった。4)防火地域制への提案以上より、防火地域及び準防火地域の見直しが、消防力の増強また家屋構造の変化のなかで、必要であることを示した。また、準防火地域については、伝統的な普通木造を一定の条件下で認めてもよいことを明らかにし、新しい防火地域制限の考え方を提示した。
