项目摘要

本研究では、ポーランド、ハンガリー、チェコ(1993年1月にスロヴァキアと分離)の機械製造(家電製造、乗用車製造)、金属(鉄鋼)、化学(石油精製)、食品加工(乳製品)の四部門について、これら国営企業の民営化過程を現地調査し、その進捗状況を民営化のための準備過程のほぼ終了したものと次年度以降本格的に進められるものとに識別した上で、本年度中に民営化過程がほぼ終了した食品加工企業に関して、これら三国の経験を比較検討し、民営化過程に伴う諸制約、問題点、及び成果を分析した。この問題では、国内資本と国内市場の大きさというマクロ的な要素だけでなく、熟練労働の国内余剰と半熟練労働の国内移動可能性の双方が民営化過程に伴う新たな生産技術の習得、経営形態の変革にとって決定的な役割を果たしていることが明らかとなった。また、本研究では、これら三国の民営化過程への西側先進諸国の関わり方についても検討を加えた。その際、西側先進諸国の企業による発行株式の買収という「資本方式」の民営化だけでなく、西側企業による新企業(工場)、合弁企業の設立、更には、生産技術や経営技術などでの提携の強化といった「非資本方式」の民営化をも視野に入れて検討した。その結果、軽工業(食品加工、縫製、皮革など)、耐久消費財製造に直接関連する重工業(家電製造、乗用車製造など)といった部門では、欧州経済圏の拡大傾向に伴い、単なる下請け製造から徐々に対欧州輸出完成品の製造へ重点が移行しつつあることが判明した。したがって、西側先進諸国の対中東欧民営化の関わり方としては、一つには、対中央欧の貿易障壁の引き下げが、もう一つには、西側企業による半完成品あるいは資材・部品などの製造技術の移転が重要なものとして浮き彫りとなった。このように、西側企業による対中東欧への関与の度合いは、一層深化する方向にあると考えられる。
