Research on central-local relations in process of formation of compulsory education financial system in postwar Japan

本研究以1964年“能力定额制”的引入为突破口，对1964年“义务教育财政体制建立时期”中一个地方团体的教育财政行为进行了分析，收集并分析了地方团体的资料。澄清了义务教育经费的优先水平因分析的结果而下降，因学术能力调查的结果而没有反映的成本效益问题，以及分配给地方政府的税收的控制作用，以及与高中快速增长的对应关系等，并在法律框架内加以制止的想法已经增长。

In the study, to analyze the educational finance action of a local group in "Compulsory education financial system establishment period" that assumed "Capacity fixed amount system" introduction in 1964 to be an epoch making, the local group material was collected and analyzed. It was clarified that the idea of the priority level of the compulsory education expense having to fall as a result of the analysis because of the problem of cost-effectiveness to no reflection as the result of the academic ability survey, the control function of the tax revenue allocated to local governments, and correspondence to the high school rapid increase, etc. and to stop it in the frame of the law had grown.
