项目摘要

教育長の行動がいかに教育政策に影響を及ぼすかという課題を明らかにするため、2022年度は全国の地方政府の教育長を対象とした悉皆調査を実施した。調査では、2021年度時点の教育長の地方政府内外の各アクターとの接触行動、接触頻度や政策選好、その他性別や年齢、学歴等について回答をいただいた。この調査により、まずは教育長の行動の実態把握を行った。調査の回収率は都道府県36.2％、市区町村33.7％であった。調査の基礎集計の結果、接触行動と政策選好について次の2点が明らかになった。第1に教育長の各アクターとの接触行動に関して、最も接触頻度が多かったアクターは教育委員会事務局職員であり、次いで知事・市区町村長、副知事・副市区町村長、知事・首長部局職員、教育委員、所管学校の校長、副校長・教頭、地方議会議員等のアクターとの接触が多かった。一方で、所管学校の教諭、文部科学省職員、NPO、民間企業等、ルーティン的な接触が少ないアクターも観察された。教職経験と行政経験、両方の経験がある教育長の方が、特に首長部局のうち、政策・企画関連部局との接触が多かった。第2に教育長の政策選好について、教育長は教育に対して財政拡充を望み、あらゆる人々への平等な支援を志向すること、または教育政策の立案・形成・決定においては多様な者に権力を分散させることや一般行政との連携促進を志向する等の政策選好をもつことを明らかにした。特に一般行政との連携については、行政経験を積んだ教育長の方が、当該選好をもちやすい傾向にあった。上記の研究成果について2022年度の日本教育行政学会で報告を行った。
