2004年12月26日に発生したスマトラ沖地震・インド洋津波は,アジア海域社会に想像を絶する被害をもたらした。本研究では,壊滅的な打撃を受けた漁村と水産業を対象に,復興の現状と今後の方向性を明らかにしつつ,社会経済的な視点からどのような調査研究が必要かを検討した。対象地域は,タイ南部のパンガー県とクラビ県,スリランカの南部海岸地域,インドネシアのバンダ・アチェ及びその周辺地域である。持続的な資源利用に住民が長年にわたって取り組んでいたタイ南部では,津波被災後も諸制度が復活・機能している。インドネシアでは,パングリマ・ラウトと呼ばれる伝統的資源管理組織が機能不全に陥った地方行政に代わって,漁村復興の受け皿として役割を果たした。スリランカでは,NGOを主体とする様々な住民組織が設立されて参加型復興がめざされている。3つの国・地域での事例研究を踏えて,アジア海域社会の復興をめぐる研究課題は次のようになる。第1は持続的な資源利用について。津波以前からあった資源利用に関する地域ルールや組織がいまも機能しているか,漁民・養殖業者の漁業投資の動向(援助方法も含む)が資源にどのようなインパクトを与えたか,検討を要する。第2は漁村復興戦略のあり方をめぐってで,マイクロ・ファイナンスを軸にした生計手段の確保に加え,漁村という社会の復興が果たして可能かどうかという基本問題を議論しなければならない。第3は復興を支える地方自治体の役割と課題である。地方自治体が崩壊した地域が多く,そのなかで住民参加型の"Community-based Rehabilitation"をいかに展望するかが問われている。本研究の成果はシンポジウムを開催して報告した。国連食糧農業機関,国際協力機構,コンサルタント企業等から関係者の参加を得て意見交換をはかり,日本の国際協力のあり方を議論した。

December 26, 2004- This study examines the impact of extinction on fishing villages and aquaculture, the current situation of recovery and the direction of future development, and the need for research from the perspective of social development. The target area is the southern coastal area, the southern coastal area, the southern coastal area and the peripheral area. The use of sustainable resources by the inhabitants has been revived since the disaster. The organization of resource management of the system is not fully functional, and the recovery of fishing villages is fruitful. The main body of the NGO was established to participate in the revitalization of the community. 3. Case studies of countries and regions. The first is the use of resources. In the past, the use of resources in Tianjin was related to regional organizations, functions, and trends in fisheries investment in the fishing and aquaculture industries (assistance methods included). The second is to discuss the basic issues of the strategy for the revival of fishing villages, the means of livelihood, the results of the social revival of fishing villages, and the possibility of the revival of fishing villages. The third issue is the issue of local self-government. Local governments have collapsed in many areas, and residents have participated in the "Community-based Rehabilitation".
