本研究の目的は,アジア開発途上国における地域農業資源の持続的利用と保全を実現し,零細農民の経営改善をはかりながら,どのように農村の貧困を解消していくかを検討することである。具体的には,1)参加型の地域農資源管理の実態と問題点に関する調査,2)地域住民が参加するグループ組織の実態調査,3)持続的な資源利用と管理を軸にした農村開発のあり方についての検討,を行う。今年度は,バングラディシュと日本(広島県)において実態調査と比較研究を進めた。バングラディシュでは,農家植林を奨励・実践しているプロジェクト,種籾改良・保管を通じて農家の生活向上をはかっているプロジェクトについて調査した。それぞれ住民参加型のプロジェクトで,地域農業資源の効果的な利用をはかりながら,農村の貧困解消と生活の質の向上をめざしている。特に,種籾に関する事業はその波及効果が大きく,参加農家の資金蓄積及び農業技術の改良に役だっている。日本の広島県においては,ため池を中心とした農業用水の利用管理組織について調査した。農業土地基盤の整備が比較的進んでいる地域で実態調査を行ったが,ため池の利用と管理については,歴史的に形成されてきた集落組織が重要な役割を果たしていることが明らかとなった。水資源の持続的な利用と公平な分配を実現するために,農業状況に相応しい参加型組織が形成されている。こうした事例調査を実施しながら,参加型の地域農業資源管理を研究するための手法の開発にも努めた。

The purpose of this study is to explore the sustainable utilization and conservation of agricultural resources in developing countries, improve the management of farmers, and eliminate rural poverty. Specifically, 1) survey on the status and problems of participatory regional agricultural resources management, 2) survey on the status of regional residents 'participation in agricultural organization, 3) survey on sustainable resource utilization and management axis and rural development. This year's survey and comparative study of Japan (Hiroshima) was conducted. In the past, farmers have been encouraged to plant trees, improve their planting and storage, and improve their lives. The participation of the people in the development of agriculture and rural poverty alleviation and the improvement of the quality of life In particular, the impact of the project on the development of agricultural technology has been greatly improved, and the fund accumulation of farmers and the improvement of agricultural technology have been promoted. Research on Agricultural Water Utilization Management Organization in Japan The development of agricultural soil foundation is compared with the progress of regional investigation, the utilization of ponds and the formation of historical colony organizations. The sustainable utilization and equitable distribution of water resources are realized, and the agricultural situation is closely related to the formation of participatory organizations. The case study was carried out and the development of participatory regional agricultural resources management was carried out.
