東アジアに巨大な水産物消費市場圏ができつつあり、水産物貿易がダイナミックな動きをみせている。日本と韓国では、水産物消費の多様化・簡便化が進み、輸入水産物への依存がいっそう高まっている。日本では、輸入水産物に対する消費者意識、寿司の消費需要動向、回転寿司産業を事例に輸入マグロの利用実態、活魚の輸入、中国からの水産食品輸入の動向などを具体的に検討した。韓国でも中国からの水産物輸入が急増し、国内漁業の存立を脅かしていた。中国では、輸出志向型の水産食品産業が目覚ましい発展を遂げている。当初は対日輸出の割合が高かったが、現在では北米大陸・EU市場などにも水産食品を輸出している。ただ、中国国内での原料確保が容易ではなく、そのため、世界に原料を求めて輸入し,それを加工して再輸出するビジネスが盛んである。日系企業による委託加工が定着すると、日本の大型水揚げ地の中には、中国に原漁を輸出する動きが活発になった。北海道秋鮭の事例を検討したが、加工を必要とする漁業種類の今後のあり方を示すものとして注目される。一方、中国では、経済成長にともなって、水産物消費が急激に増加している。日本を含む周辺アジア各国は、中国を有望な輸入水産物市場として位置づけつつある。東南アジアでは中華食材の輸出が急増して、資源の減少・枯渇が深刻化し、ワシントン条約による規制の対象になる高級水産食材もある。日本の水産物輸入は、近いうちに、中国と競合すると予想される。東アジア消費市場圏の膨張が続くなかで、アジア諸国は水産業の持続的発展をはかるため、資源の有効利用が求められている。「責任ある漁業」の実現が提起され、それに連動する形で、「責任ある流通・加工」、「責任ある貿易」の具体化が迫られている。地域レベル、世界レベルでその行動綱領(Code of Conducts)を議論すべき時代に入った。
