本研究の目的は,アジア開発途上国における地域農業資源の持続的利用と保全を実現し,零細農民の経営改善をはかりながら,いかに農村の貧困を解消していくかを検討することである。本年度の研究の成果は次の三つである。第1は,アジア開発途上地域における地域農業資源管理システムに関する諸論点の整理を,文献研究を中心に進めたことである。"Community-based Approach"のような地域住民が広く参加する形態に関する研究が盛んである。国・地域が異なる多数の事例研究を共通の指標によって分析し,参加型資源管理システムが共通してもっている問題点を明らかにしようとした。普遍的な発展モデルの構築のための理論的枠組みの検討を始めた。第2は,タイのカセサート大学の協力を得て,特別研究員(Rahman)が現地調査を実施した。タイの農村では,零細金融に関するグループ化が進んでいる実態が明らかとなった。地方分権化にともなって,共有的な農漁業資源を持続的に利用・管理しようという動きがでている。次年度以降に本格的な調査を実施する予定であるが,そのための調査候補地の選定をほぼ終えた。第3は,過疎化と高齢化が進んでいる広島県の中山間条件不利地における地域農業資源の共同利用・管理のあり方について,実態調査をおこなった。アジア開発途上国との比較研究を企図したものである。地域によっては,伝統的かつ慣行的な形で維持してきた農業灌漑用水の利用を,利用者がグループを設立してフォーマル化しようという動きがみられた。用水管理の担い手が高齢化し,地域農業が衰退するなかで,共有資源である農業用水をいかに利用していくかという住民の多様な対応がみられた。今後は,参加型の地域農業資源管理の実態と問題点に関する調査,持続的な資源利用と管理を軸にした農村開発のあり方についての検討を行なう予定である。
