项目摘要

本研究では，1)「地域づくりと社会教育」の批判的・歴史的検討を踏まえ，2)「地域づくり」における学習の促進と評価を実現するための分析枠組みとして，A.センのケイパビリティ・アプローチを取り上げる.なぜ，ケイパビリティ・アプローチなのか，このアプローチをどう指標として操作化し，適用するのかということについての検討を踏まえ，さらに，3)地域づくりを目指す社会教育実践をどう評価することができるのか，という点について実証的調査を試みる.最終的には，「地域づくり」における教育者の役割を明らかにすることを通して社会教育的アプローチの具体的な方法論を明らかにすることを目指す.「地域づくり」は，国際的にも，そして国内的にも重要な政策的課題(「地域創生」政策)である.社会的格差の拡大，高齢化の深まり，地域社会の経済的・社会的再生産そのものが困難状況を迎えていることが背景としてある.しかし，「地域づくり」とは何か.これらの危機的状況の解決を図る「地域づくり」に，社会教育はどのように寄与することができるのか.社会教育的アプローチの固有の課題と方法とはどのようなものなのか.こうした諸点は詰められた議論が行われていない.本研究の課題は，まさにこれらの諸点を解明することに目的がある.2022年度は研究会を行い研究計画について共通認識を共有し、これにもとづいて研究の柱に沿って研究を進めてきた。この成果については、高橋満，高齢者の社会教育への参加とケイパビリティ・アプローチ，日本社会教育学会第68回研究大会発表、高橋満，高齢者の社会教育への参加とケイパビリティ・アプローチ，日本社会教育学会『社会教育学研究』，77-79,2022等として公表することができた.

The solution of the crisis situation is "geographical", social education is "geographical", and social education is "geographical". Social education is an inherent problem. All the questions and comments were answered. This research topic is aimed at clarifying the various aspects of the research plan for the 2022 annual research meeting, sharing common knowledge, and advancing research along the research pillar.
