今年度の研究実績の概要を以下に述べる。(1)島原市全体が人口移動の少ない土着型地域社会であり、一次集団の人脈を通して様々な住民団体の結成、団結が可能になったことが災害に対してポジティブな適応を促進した側面が種々考察された。しかしながら、他方経済保障の条件などをめぐって、行政と被災者団体間、被災地域間で様々な利害対立が存在していた。(2)噴火の鎮静化に伴い、被災者以外の住民団体の活動が一時より弱まり、被災者団体の活動が孤立化する傾向にある。(3)行政組識内、行政と住民団体間における意思疎通のあり方が、政策決定を評価するにあたり、一つの重要なポイントになっている。(4)火山噴火に伴う緊急事態における意思決定がどのように行われたかは、過去の事例と比較してユニークである。特に九州大学火山観測所の大田所長と知事と市長並びに「予知連」を含めた危機管理としての意思決定のあり方を組識的に研究することが重要である。(5)ボランティア活動はJCの指導者を含めて組織化され、島原ボランティア協議会が結成されているが、その活動には時系列的に変化があり、物資補給から心の電話の発生に至る過程が注目される。(6)長期災害下、仮説住宅における長期生活が、青少年に及ぼす影響が注目される。(7)約200年前、寛政4年(1972年)に生じた島原大変について、島原市の各地に残る石碑や諺、伝説、地名、建築様式等が、この災害に関連した災害伝承の知識をとどめている。今回の災害との関連で、災害文化の探索とその物語構成もリサーチの対象として注目される。
