项目摘要

自然災害状況における危機管理に対して、行動科学の立場からアプローチした。具体的には、【◯!1】自然災害発生時の行政・住民の対応に関する現地調査【◯!2】防災教育を含む教師のリーダーシップ行動評価システムの開発、【◯!3】緊急時のリーダーシップ行動および意志決定に関する実験的研究、等を行なった。第1の現地調査では、昨年12月に発生した長野市地附山地滑り災害について、災害発生前・発生時・発生後における行政組織・住民コミュニティの対応行動を時系列的に追跡しリーダーシップ・意志決定・社会的ネットワークの発生・変容過程を明らかにした。特に、住民コミュニティ内ネットワーク、あるいはコミュニティーと行政組織を結ぶ社会的ネットワークが、災害時にいかに活用されるか、という点について体系的分析と行なうことができた。第2の防災教育を含む教師のリーダーシップ行動評価システムの開発に関しては、中学校学級担任教師のリーダーシップ行動に焦点をしぼり、生徒による評価という従来ほとんど採用されなかった新しい評価方式を開発、その妥当性を実証した。その中で、これまで企業体、自治体・病院等の公的組織において有用性が証明されてきたリーダーシップPM概念(リーダーシップを、集団・組織の目標達成を促進するP行動と、人間関係、集団過程それ自体の維持を促進するM行動の二次元からとらえようとするアプローチ)が防災教育の評価にも有効であることが確められた。第3の実研的研究では、主として、緊急時に最も重要な要因の一つとなるリーダーシップ行動のタイミングの問題に関して実験室実験を行なった。目標達成に向かって部下に圧力をかける圧力性P行動と、人間関係の維持に志向するM行動の間に、時系列的なバランスと状況適合性を保つことによって、部下の側に、圧力を計画的な配慮に基くものとの認知を生ぜしめることが明らかになった。
