项目摘要

災害時、もしくは災害警戒期における人々の対応や態度を社会的なネットワ-クの観点から分析することが本研究の課題である。昭和64年には、スモ-ルワ-ルド・メソッドというネットワ-ク調査手法で焼津市を予備的に実験調査することによって、市役所・消防署などの防災機関と一般市民との間に潜在するネットワ-クを実験調査した。その結果、防災関係者と一般市民との間には、平均2〜3ステップ程度の連鎖のリンクでもって双方を連結させてやることが可能であろうことや、防災→市民ル-トよりも、市民→防災ル-トの方が連鎖が完成しやすことなどを明らかにした。平成1年度には、伊東市で生じた海底噴火に対する住民の災害時の行動や態度と日常のネットワ-クについてヒアリング・郵送調査をもって検討した結果、ネットワ-クの密な地区と疎な地区とでは、防災訓練への参加度や防災意識の高低などが、密な地区のほうが疎な地区よりも高い傾向があることが見いだされた。本年度は、再び伊東市の自主防災組織のリ-ダ-や市役所・消防などの防災関係機関、特にガス・電気・電話等のライフライン組織の責任者などに、おもにアンケ-トの結果を評価してもらうヒアリングを実施するともに、様々な機関が公式・非公式に、海底噴火当時の対応を記録した資料などを収集・分析した。その結果、災害時情報を、時期別・地区別・ネットワ-クの質別(近隣・親類・役所関係者・町内会関係者・自分の仕事関係者など7項目)分析した結果、地域防災上の相談のような部分的・短期型の情報の場合は、近隣・仕事関係ネットワ-クが利用される割合が高いのに対して、観光が伊東市に及ぼす影響といった全体的・長期的情報の場合は、親類関係ネットワ-クが利用されていた。また、災害時に流れた様々な噂を分析したところ、噂の内容には、「〜が地割れしている・〜の人々が避難した」といった地域密着情報の場合は、近隣ネットワ-クが、「富士山が噴火する・津波がくる」といったマスコミ報道の反復的な情報の場合は、親類・近隣を中心として不特定なル-トが利用され、「魚が異常な行動や大漁だった」という特殊な情報な場合は、魚業関係者のル-トが利用されるという傾向などがあった。
