本研究の目的は、後進地域を対象にして戦後日本形成の分析を行うことである。その焦点は地方政治と経済との相互関係にあり,手法はケーススタディ(愛媛県と大分県)である。なお,本年度の研究は予算等の関係から愛媛県を中心に行った。成果は以下の通り。(1)愛媛県では昭和20年代には地方政治と経済との関係はあまりなかった。例外として,戦後改革による「民主化」と経済の「自由化」との矛盾から労使紛争の多発等が見られた。また,ダム建設は国策としての電源開発に留まらず、水不足の四国地域では決定的な課題である利水の手段(生活用水,工業用水等)であった。各県、各地域間の調整,国家事業の導入等には多大の政治的エネルギーが注がれた。その点では政治は経済にとって必要であり,この必要は40年代後半まで続いた。(2)30年代は重化学工業化が全国的に展開されていたが,愛媛県での取り組みは30年代後半に始まる。その遅れの原因としては、保守内対立の激化による県政の混乱があげられるが、繊維などの地場産業、新居浜における住友系企業群等の存在が積極策を取る意欲を弱めたことも重要である。40年代に入っての本格的な経済開発(大規模埋め立て等)は,低成長期にも強力な政治的リーダーシップによって強行された。(3)50年代にはそうした外来型工業化の行き詰まりを補うために地場産業等中小企業の育成への取り組みを始めたものの、他方では先端産業、リゾート等の開発など国策に従った開発も進めていた。試験所設立等地場産業対策に先進性があるが、一般的には行政は地方経済に大きな貢献をしているとは評価できない。ただし,この時期を境に,これまでの経済界の優位ないし独立性が失われ,政治の優位が始まった。住友の新居浜離れ、地場産業の衰退などを条件として政治への依存を強めたことが基本的条件であるが、保守による強力な政治的統一が確立したことが重要であると考えられる。
