The function of lawyer in local community in Modern Japan

In this project, I try to investigate how the needs of legal service were filled in communities of modern Japan with much less lawyers than contemporary countries in Europe.The research of distribution of lawyers in the Shiga prefecture in 1900's showed following three facts.(1) In this prefecture in 1900's, mostly it was in combination with the non-lawyers that the needs of legal services were filled by the lawyers in combination with the non-lawyers. These non-lawyers generally live in community, guided peoples in everyday troubles and introduced as occasion arises to lawyer's office near courts in cities.(2) The coordination between lawyers and non-lawyers like this is characteristic of modern Japan in comparison with modern France.(3) This way of settlement of conflicts in communities by the coordination between lawyers and non-lawyers in modern Japan was denied by lawyers in 1930's who intended to have a monopoly on legal services by exclusion of non-lawyers.
