Japan / Korea / Germany comparative study about adult and community education construction by self-governing body and civic social collaboration

在本研究中，我旨在通过与韩国和德国的国际比较来阐明我国行政管理与公民团体的关系。我特别关注市民的公共大厅，并在这项研究中考虑了成人和社区教育活动。在很多情况下，当我看到自治公馆时，就会想到“居民协会”和“社区”等传统的地区居民组织。在许多情况下，取代行政公开性的倾向是强烈的。然而，在当地居民组织与行政部门合作的情况下，为解决当地问题提供学习活动的例子。另一方面，可以看到NPO以信托的方式管理/管理国民警卫队的情况。今天，对于民民军的过度管理和管理，有必要能够在社会与居民组织和自治机构的合作中推进，同时将地区居民组织的共同领土联系和居民团体的问题共同所有权类型放在一起。自治团体与地方各市民团体共同解决问题，反复进行协商的方向，是我们从韩国和德国得到的启示。

In this study, I aimed at elucidating the relation with administration of our country and citizen's group through international comparison with Korea and Germany. I became a focus in the kominkan (citizen's public hall) in particular and examined on considering adult and community educational activities in this study.In many cases, it is entrusted the traditional area inhabitants organization which said residents' association and the neighborhood when I look about the autonomous kominkan( self-government public hall). In many cases, the tendency that functioned as replacing administrative publicness was strong. However, there is the example that presents learning activity for local problem solution while local inhabitants organization cooperates with administration. On the other hand, the case that NPO is given management / administration of the kominkan in trust is seen.Today, the over management / administration of the kominkan, it is necessary to be able to advance in collaboration of society with inhabitants organization and a self-governing body while putting both sides of area inhabitants organization of shared territorial bonding and inhabitants group of problem joint ownership types.The direction that plans problem solution while a self-governing body shares a problem with local various citizen's organizations and repeating talks, is the suggestion that we got from Korea and German examples.
