ロシア中央黒土各県地誌につき、以下を明らかにした。1自然環境。地形は広い平野が際限なく広がる、いわゆる農村ロシアを代表する風景を構成。気候は年平均気温が摂氏3〜5度で、11月から3月まで氷点下。6〜8月には30度を越える日もある。地質は黒土が多いが、粘度質、小石が支配的な地域もある。こうした風土が農業構造を規定している。2人口。1811年比で63年には1、35倍、97年には約1、77倍、1914年には2、42倍(当該7県合計概算19750900人)に増加、特に都市人口の増加率は1、5から2倍。3産業。(1)農業は、共同体的土地所有形態のもと三圃制農業をソハ-を用いて行うのが代表的である。作付け面積順の産物は、ライ麦、エンバク、キビ、ソバ、小麦。出荷はヴォルガ河、ドン河の水運拠点まで荷車で運ぶというのが一般的であったが、鉄道開通後はモスクワ工業地帯へ鉄道で。穀物は多くバルト海から輸出される。(2)手工業。サモワールやその他の銅製品特産地がトゥーラ市周辺およびトゥーラ郡に、大槌や唐箕などの農具生産の著名地域がリャザ-ニ県サポジュコフ郡に存在する。(3)工場生産産業。全体的に他地域と較べると未発達であるが、北部及び西部で発達してきた。1897年の生産額は1億3800万ルーブル、2639工場、12万5185人の工場労働者という具合である。生産額の多い順に産業を列挙すると食料品、金属加工業、繊維、製紙、木材加工、化学工業となる。4商業。交易、貿易などに携わる業者は20世紀初頭に4万社、年間の売り上げは2億ルーブル、農民商工業製品、飲料、繊維マニュ製品を扱う。5鉄道。1863年のモスクワ-リャザ-ニ線がはじめで、1870年代には営業中あるいは建設中の鉄道が3000ヴェルスタとなりモスクワからアゾフ海までが結ばれた。また70年代にはそれなりの収益も生み、人およびモノの流れに大きな影響を及ぼした。
